Extending the internet, need of information management and conceptual information system has grown. On the other hand high amount of information are presented in various languages and learning all the languages is not possible for users. Therefore, multilingual information retrieval systems are the great necessity. The purpose of this paper is conceptual implementation of cross-language systems. Using ontology in concept extraction of user query, phrase translation instead of word by word translation and conceptual disambiguation by graph of concepts are the proposed methods here.
